This should work for any browser, any file/URL:

$ open -a /Applications/Firefox.app http://www.apple.com/
$ open -a /Applications/Google\ Chrome.app/ /Users/Shared/Documents/WorldSeriesWinners.html

Assuming you have /usr/bin/open or something like it.
