I don't know whether a DVD decrypter program would remove region protection.  Two commercial decrypters are MacTheRipper and Mac DVDRipper Pro.

You might search to see whether any reputable website (like MacUpdate) still offers a download of Fairmount.  It is a DVD decrypter that previously was freely offered as open source software and maintained by Metakine.  However, Metakine sold it to DVDSuki Software, which withdrew it from the public domain and integrated it into Mac DVDRipper Pro.
