Not exactly, no.... Though I'm sure someone here can.

Not in itself, no.

No, I don't think so.

I believe it just forces a save of data changes (held in memory?) to disk. Not sure how that translates to a network environment.

I seem to recall we sometimes needed it as a way to force an update on screen when a relational key changed, or something like that... Not sure if it had any more specific/correct use. It was a long time ago...
