Hi, Sharon:

Have you seen the AT&T Labs Natural Voices demo?  It's not remotely
feature-rich, but will do the kind of thing you're talking about ...

The catch is that you have to provide it with tags in order for it to
parse IPA:

Ex.:

<phoneme alphabet="ipa" ph="kęt"> </phoneme>

I haven't tested it to see if it'll parse any and all IPA glyphs, and
according to reviews, there are some that it won't handle.
