It's not remotely feature-rich, but will do the kind of thing you're talking about ... http://www2.research.att.com/~ttsweb/tts/demo.php The catch is that you have to provide it with tags in order for it to parse IPA: Ex.: <phoneme alphabet="ipa" ph="kęt"> </phoneme> I haven't tested it to see if it'll parse any and all IPA glyphs, and according to reviews, there are some that it won't handle.
