Hi,

I can think of many free web 2.0 tools depending on what you are  
trying to do with it and if you are just looking for audio or if you  
want video too.

-Tokbox.com will allow students to send you an audio or video message.  
You can reply to that message to provide feedback
-ipadio and gabcast allow you to create a channel and have students  
record their voices by phone or on the web and have them posted to a  
channel where you can assess them. In this case the audio is available  
for as many or as few listeners as you allow based on how you set the  
permissions.
-Aviary myna is like audacity but on the web. In either case you could  
have a dropbox where students post their recorded files. Create a  
dropbox in drop.io if you don't have one through your institution.

Those are the first few that come to mind but I'm sure there are more  
if I know more about the details of the types of recordings you are  
trying to have students do. Feel free to contact me off list with more
