If Italian subtitles for the hearing impaired are similar in nature to 
english subtitles for the hearing impaired, then yes, they are different 
from the "normal" Italian sub-titles.

Sub-titles for the hearing impaired include "sound effects" comments such 
as "siren in the background," "door slamming," "gunshot." etc.
