The foxes might be habituated rather than unhealthy, they've become too accustom to humans. And hair loss may be due to mange, a major problem for the fox population. Where is the nearest Fish and Wildlife Office for the Upper Valley? And do they monitor the fox population?

I've heard it said, but don't know if true, that foxes will hunt during the day when they have young to feed. It doesn't necessarily mean they're unhealthy. We use to have foxes at our property and as the young became active they would play in my horse pasture and flop out to nap in the sun. I still have photos of my horse and the kits/pups.

I've also seen the fox now on two different occasions, both in daylight. On Friday evening, I saw him hunting in the large field across from Kendall. On Sunday at about 6pm, I saw him leisurely sauntering up the hill on the sidewalk near the fences before the golf course starts. I turned my car around because I'd never seen a fox so close to cars and people. Of course as I tried to take a pix, s/he slipped under the fence, I did manage to get one shot. He is one of the largest fox I've ever seen. He has some hair loss, but it might just be spring shedding. I'm happy to email the pix.
