Over the last several months, the Office of Sponsored Projects has been working in collaboration with our colleagues at Dartmouth-Hitchcock (D-H) to plan for the transition of oversight and administration of sponsored projects to D-H.   The awards designated for transfer support clinically oriented departments, including clinical research and other sponsored clinically oriented grants and projects.

D-H has invested significant time and resources to implement the necessary infrastructure to support sponsored projects, including the selection and implementation of pre- and post-award systems, and hiring of a dedicated research support team.

Next Steps:

  *   Awards are planned to be transferred in groupings according to sponsor types:
     *   7/1/2018:          HRSA
     *   9/1/2018:          Industry Sponsors
     *   10/1/2018:        State of NH, Foundations and Subawards
     *   11/1/2018:        Federal including NIH, AHRQ, and others

*         D-H Pre-award Office (DH OSP) will begin processing proposals for the 10/1/2018 deadline.   Proposals from clinical departments will be submitted through D-H for 10/1 due dates and thereafter.

  *   Subawards:
     *   Guidance will be made available through DC OSP and DH OSP on classification of subawards on outgoing proposals
     *   Proposals reflecting inter-entity collaborations for 10/1 deadlines or thereafter should reference the guidance and reflect subawards or other mechanisms as appropriate for either DH proposals involving DC collaborators or DC proposals involving DH collaborators
     *   With respect to active awards that involve inter-entity collaborations, we will implement appropriate payment mechanisms as needed, and will be communicating with individual departments as needed.

*       Post-award/closeout of transitioning grants

o   DC OSP and DH OSP teams have been meeting with departments effected by the transition since April.

o   With a few exceptions, all sponsors have been contacted to ascertain sponsor requirements and to establish communication regarding the award transfers.  OSP DC and OSP DH will submit required documentation in advance of the target transfer date.   Principal Investigators or Department Grant Managers do not need to contact sponsors or submit documentation at this time.

o   DH OSP will be establishing an account for each transitioning award in advance of the award transfer.  Departments will be encouraged to transition spending in a quick and orderly fashion to facilitate the DC closeout process and allow submission of the final financial status report.    DH clinical department grant managers are also encouraged to work with vendors, internal service centers, consultants and others to provide them with notice of closing DC accounts and new DH billing information.

o  DC OSP will be sending notices in advance to all subrecipients to inform them to expect a new subaward from DH.  The notice will encourage subrecipients to establish pre-award spending and new accounts concurrent with the transfer date in anticipation of the high volume of Subawards that DH will issue.
