I'm afraid my wording wasn't quite accurate. The tab is actually where it's supposed to be; only, it doesn't display its contents when clicked, so I can' set it up.
On further investigation, I guess there's some conflict with Safari > Preferences > Extensions, or at least with one of them, but so far all trials are unclonclusive.
As to the link to Safari 5.1, the version is for MacOs X 10.6, not for MacOs X 10.7.
I waited a few weeks after release before I intalled Lion.
