Some apps do scripting through a plugin.  It might be not loaded or not installed.   

First thing to try is to launch Photoshop and see if that resolves.  (Launching and quitting it might fix it permanently) 

Second thing is reboot.  Then retry step 1.  

Failing all that you might need to reinstall Photoshop.
