Yesterday, I finally solved the issue: a missing ",".
After quite a bit of frustrating detective work, giving up and
starting over again, by removing all the preferences files from my
Preferences folder and putting them back in batches, as a measure of
desperate last resort, I found the culprit, a hidden preferences file
named ".GlobalPreferences.plist".
This file also includes number formatting strings. For whatever
reasons key 1 of AppleICUNumberSymbols was set to an empty string
value. After I set it to "," things returned to normal.
"Things" means
- I could make the above mentioned AS line work properly, i.e. throw
an error
- Calculator app now work in German
- I am able to launch the bit torrent client Transmission again. It
had crashed on launch since v. 1.2.0
