Hello Sanja -- we have a program at the University of Minnesota called TandemPlus that allows language students on campus and internationally to pair themselves. We just overhauled our software -- you can find it here: https://tandem.umn.edu/

Since it's a proprietary software designed in-house, it may not be of use to you, but I'm happy to talk to you about it if you'd like.
