I realise that I am responding rather late to your inquiry. I
apologize. One starting place that we recommend to our students is the
Tandem Agency which is a free service. Students can apply individual
for a partner or classes can apply as a group to be matched with another
class.
What the Tandem Agency does is pair a native speaker of one language
with a native speaker of another language. So if your students are
English speakers who want to learn Spanish, then they would be paired up
with Spanish speakers who want to learn English. However, they have
many other language combinations including many lesser taught languages.
It sometimes does take a while to receive a partner. It is afterall a
volunteer organization and there are no guarantees regarding how
faithful a correspondent a partner may be, but it is a good place to
begin.
