Audacity is the program that you want (http://audacity.sourceforge.net/). It is
free (open source), works on all platforms and is VERY widely used in educational

P.S. I have never heard of a prohibition against the use of free software in
an educational setting ... perhaps what you have in mind is the extended use of
shareware (which is not actually free) without buying a license?
