I hope I'm not misinterpreting the questions or pointing out
the obvious.
For Windows users, I.E. supplies free downloadable fonts for several
Asian languages. AFAIK, this is only one-way; you will be able to read web pages, but I don't
know whether you can use these to type search lines, for example, but
it's better than nothing if you have no budget.
You can access these via HELP/Microsoft on the Web/Free Stuff
