NIH Plans to Implement a Grant Support Index Limit

National Institutes of Health Director Francis S. Collins has issued an important notice, New NIH Approach to Grant Funding Aimed at Optimizing Stewardship of Taxpayer Dollars. In this notice, Dr. Collins describes a new tool that NIH plans to implement—the Grant Support Index (GSI)—to ensure that the NIH supports a diversity of biomedical problems, rather than concentrating resources in a smaller number of labs. NIH's goal is to free up about 1,600 new awards to broaden the pool of investigators conducting NIH research and improve the stability of the enterprise. New NSF Proposal and Award Newsletter

The Policy Office in the Division of Institution and Award Support at the National Science Foundation has released the second quarterly NSF Proposal & Award Policy Newsletter<https://nsf.gov/bfa/dias/policy/newsletter.jsp>. This issue contains information and guidance on how NSF views participant support costs.

NIH, AHRQ, and NIOSH: Updated Policies on Post-Submission Materials

The National Institutes of Health, Agency for Healthcare Research and Quality, and National Institute for Occupational Safety and Health have updated their policies for post-submission materials for applications submitted for due dates on or after September 25, 2017. Post-submission materials are those submitted after submission of the grant application but prior to initial peer review. They are not intended to correct oversights or errors discovered after submission of the application, but rather allow applicants the opportunity to respond to unforeseen events. New: For grant applications submitted for due dates on or after September 25, 2017, citations of issued patents will be accepted as post-submission materials. Certificates of Confidentiality for NIH Grants

From NIH Extramural Nexus Open Mike newsletter<https://nexus.od.nih.gov/all/2017/04/28/certificates-of-confidentiality-for-nih-grants/>:  Earlier this year I wrote a post about the 21st Century Cures Act and its changes that directly affect the NIH. One part of this new legislation contains provisions to improve clinical research and privacy through certificates of confidentiality. Currently, certificates of confidentiality (or "CoCs") are provided upon request to researchers collecting sensitive information about research participants. Soon, CoCs will be automatically provided for NIH-supported research, as set forth in the 21st Century Cures Act.

Research Terms and Conditions Implementation

As announced on March 14th in the Federal Register, the revised Research Terms and Conditions (RTCs) have been made available to research agencies for use with research and research-related awards. The RTCs address and implement the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR 200).  NSF, NIH and the Department of Energy released research terms and conditions in April including a prior approval matrix and agency specific terms.   The research terms and conditions for all agencies can be accessed on the NSF website at https://www.nsf.gov/awards/managing/rtc.jsp.    Other federal agencies will be releasing similar guidance in the coming months.

National Science Foundation Headquarters Moving to Alexandria, Virginia

The National Science Foundation (NSF) is moving its headquarters to Alexandria, Virginia. NSF will have a new mailing address effective Monday, October 2, 2017, as follows:

New NSF Fastlane Requirement for Collaborators and Other Affiliations Information

NSF is initiating a new pilot on submission of Collaborators and Other Affiliations (COA) information. Effective April 24th 2017, NSF will require the use of the spreadsheet linked below as a template for identifying COA information. The content requirements specified in the spreadsheet are consistent with Chapter II.C.1.e of the NSF Proposal and Award Policies and Procedures Guide. The spreadsheet has been developed to be fillable, however, the content and format requirements must not be altered by the user. Guidance for Adjustments to Appointment Records in xTrain to Reflect Stipend Level Increases for Postdoctoral Trainees on Institutional Ruth L. Kirschstein National Research Service Awards (NRSA)

NOT-OD-17-057 <https://grants.nih.gov/grants/guide/notice-files/NOT-OD-17-057.html> The purpose of this Notice is to provide additional guidance  regarding the process recipients of Kirschstein-NRSA institutional training  grants (T32, T35, T90, TL1) will need to follow in order to properly reflect  adjustments to appointment records for trainees when the training grant  received supplemental funding in response to NOT-OD-17-002.   This notice also alerts training grant awardees meeting the  criteria established in NOT-OD-17-002 that they must submit applications by  June 30th, 2017, in order to receive supplemental funding from NIH to  accommodate stipend level increase.

NIH: Reporting Preprints and Other Interim Research Products

The NIH encourages investigators to use interim research  products, such as preprints, to speed the dissemination and enhance the rigor  of their work. This notice clarifies reporting instructions to allow  investigators to cite their interim research products and claim them as  products of NIH funding. What is F&A Really?

Due to recent concerns raised over Facilities and Administrative Costs, the Council on Government Relations (COGR) has prepared three documents <http://www.cogr.edu/fa-and-cost-research> to help explain and clarify what F&A costs are and how the system works.  It is critical that we are all aware of these issues and have the facts.

Conflict of Interest "Refresher" Course

Per NIH regulations, researchers are required to take COI training every four years.  The Conflict of Interest Refresher-Course is available on the CITI curriculum. If you do not have one already, you will need to create a CITI Program account. Once you have registered, please log in to your CITI Program account (https://www.citiprogram.org<https://www.citiprogram.org/>), and click on "Dartmouth College Courses" and "Add a Course or Update your Learner Groups". On the "Select Curriculum" screen, scroll down to "Question 4", which will allow you to add the Conflict of Interest Refresher-Course to your "courses" dashboard. You may then return to the "Main Menu" page to start the course.
