It would be good to know what each of these organizations protocols are about rescuing birds.

Several years ago a few of us were very concerned about two Canadian geese at Lake Runnemede in Windsor. Each had one wing injury preventing the bird from flying. These birds made use of the open water on the back side of Lake Runnemede and would rest and find their safety together out on the ice. When we asked VINS for help, VINS let us know that they don't go out on the water to try to retrieve a bird. The bird needs to be accessible on land. Further they do not save birds with the more serious kinds of wing injuries these birds appeared to have. I forget the exact details on the types of injuries they feel they can or can't successfully take care of, but the point is that the birds need to be able to recover their normal functioning or VINS will euthanize them. These particular birds survived for a month, maybe two, but then someone at Lake Runnemede who had seen their predicament decided to shoot them both. This happened in the middle of the day and was illegal as that is a town park. At this point I was able to retrieve one of the birds and took it to Fish and Wildlife who examined the bird and said yes, it had been shot, but no one was ever confronted as the shooter.

Animals who are in distress are indeed painful to witness, I certainly. To share information and ideas on how to handle these situations would be great.

Subject: [UVB] Lake Morey Loon(s)

Reading about the distressed loon was very upsetting. The likelihood that in the end it perished even more so.

Reviewing the few e-mail exchanges about the event, put up on the UV-Birders list-serv, I cannot help wondering about the absence of a protocol for intervening or the urgency for implementing one.

Best as I can tell, from what communication I saw, only one agent, VCE, was contacted, and that had a distinct "hopefully," quality about it.

By my count, there are four agencies that could have responded - VT Fish and Wildlife, VINS, the Loon Center in Moultonborough, NH and VCE - yet, I don't see any evidence they were contacted.

By all accounts, rescuing that bird out in the middle of Lake Morey would have been challenging, and I am not advocating putting anyone's life at risk to have done that. Just the same, this is a species whose situation is precarious, suggesting a more aggressive response to that bird's peril was warranted and might have been mounted had the overseers of its well-being been contacted, which based on e-mail evidence did not happen.

Did I miss something in an e-mail exchange that would warrant a revision of my assessment?
