Error - unable to initiate communication with LISTSERV (errno=10061, phase=CONNECT, target=127.0.0.1:2306). The server is probably not started.
Sheetal Sekhri from UVA will be presenting in the Wednesday seminar next week, May 1. She will present a new paper "Regulatory capture and corruption: Implications for Groundwater Resource in India" which should be available early next week.
