I appended an inspired comment to the petition (which I'm sure no one will
ever read).

The comment about HAARP:

suggests that one might consider the conservation of angular momentum. Plate
tectonics is driven by convection of the mantle, removing heat from the core
and delivering it to the crust, and involving the ponderous circulation of a
large percentage of the earth's mass. This has been happening for 4 billion
years, and is not going to be affected by anything humans do. It is slowing
down with the 4.5-billion-year half-life of uranium-238, but the sun will go
red-giant and melt the earth before the mantle stops turning over. The
Pacific plate has not suddenly started moving (as some suggest); the recent
cluster of serious quakes around its rim is a minor statistical anomaly in
the billion-year process. If we want mountains, scenery, ski slopes, views
of Mt Fuji, orographic rain, storage of water in snow packs, and other good
things associated with topographic relief, we have to live with the
earthquakes and vulcanism that create the relief. Without mantle convection,
and a perfectly spherical earth, we'd all still be fish.
