It was the source code for CoolEdit that Adobe bought out and repackaged as it's own. It works very nicely and the educational price is very reasonable. Don't know about its time limit, that might be determined by how you set the recording quality & the space on your hard drive. 30min is a big recording. What I really like: you can set up RecordPad's preferences to store the recorded files on any server via ftp, mirror them in a network folder or forward copies via email. All this behind the scenes so you aren't required to make recalcitrant faculty/students learn how to adjust the settings. I'm on Mac, but the product is cross-platform and NCH is largely a Win developer so it should be as satisfactory for Windows as it is for us.
