APD-28: SENIOR ARCHITECT (SYSTEMS ARCHITCTURE ANALYST III)
Location: DHS, Washington, DC
Salary Requirement: Negotiable
Clearance Required: SECRET

The Architecture and Plans Directorate within DHS DNDO has a requirement for a Science & Engineering Technical Assistant to support DNDO's mission for the planning and reporting functions for the development and enhancement of the Global Nuclear Detection Architecture (GNDA) in collaboration with its Interagency partners.

Tasks to be performed include, but are not limited to, the following:
¡   Support activities needed for planning and collaborative development of the Joint GNDA Annual Interagency Review, Annual Report on the GNDA and the GNDA Strategic Plan.
¡   Support planning and reporting on GNDA implementation plans.
¡   Support planning, implementation, and after-action reporting tasks needed for the Annual GNDA Symposium.
¡   Support the preparations for, facilitation of and reporting on Interagency working group meetings held to support the GNDA planning and reporting functions.
¡   Attend technical meetings, workshops, conferences, and in-process reviews.
¡   Perform technical reviews of deliverables and products.
¡   Attend program reviews and other meetings as requested.

Required Knowledge, Skills, and Abilities (KSA's):
¡   PhD/MS/BS (or higher) in a science or engineering with a minimum of 18 years of experience.
¡   Strong background in US counterterrorism policies and strategies.
¡   Familiarity with the various domains in the GNDA, to include aviation, maritime, or land pathways.
¡   Familiarity with various elements of military, law enforcement, border enforcement, or nuclear detection concepts of operation.
¡   Experience working with and facilitating large and diverse groups of stakeholders.

Desired Knowledge, Skills, and Abilities (KSA's):
¡   Familiarity with various stakeholders, to include those in law enforcement and border enforcement, defense, energy, and intelligence communities at the local, state, Federal and international levels.
¡   Familiarity with nuclear technology, systems, and applications.
¡   Familiarity with radiation detection and monitoring technology and programs.
¡   Familiarity with nuclear detection concepts of operation (e.g. fixed radiation detection portals, handheld, backpack, transportable, or personal radiation detector usage).
¡   Familiarity with programs related to the detection of smuggling of all illicit materials across international borders, international programs and initiatives related to countering weapons of mass destruction and programs that relate to preventing the smuggling of nuclear and radiological materials, components or weapons.
¡   Proficient in Microsoft Office Programs (MS-Project, Excel, Word, Access, PowerPoint).
¡   Excellent communication, written, and organizational skills.
¡   Ability to multi-task and respond to quick turn-around requests.

Tasks to be performed include, but are not limited to, the following:
¡   Support the planning for and the collaborative development of an Architecture Model for the GNDA in accordance with accepted architecture methodologies developed by Academia, Industry and Government.
¡   Develop DODAF models and views using standard modeling languages and COTS tools in support of DNDO initiatives to communicate with various elements of the GNDA community of interest (COI) concerning complex issues related to the GNDA.
¡   Support the preparations for, facilitation of and reporting on stakeholder working group meetings held to support the development of architecture models.
¡   Attend technical meetings, workshops, conferences, and in-process reviews.
¡   Perform technical reviews of deliverables and products.
¡   Attend program reviews and other meetings as requested.

Required Knowledge, Skills, and Abilities (KSA's):
¡   MS/BS (or higher).
¡   10 years of experience in scientific or engineering disciplines.
¡   Familiarity with methodologies for developing architecture models collaboratively with a large group of stakeholders, and then using these models to support analysis of the GNDA.
¡   Familiarity with structured analysis and object oriented analysis.
¡   Experience working with and facilitating large and diverse groups of stakeholders.

Desired Knowledge, Skills, and Abilities (KSA's):
¡   Familiarity with various stakeholders, to include those in law enforcement and border enforcement, defense and intelligence communities at the local, state, Federal and international levels.
¡   Familiarity with nuclear technology, systems, and applications.
