Why.
The ~/Library folder is used by all/any application which has user preferences.
the ~/Library can be seen without typing in the Go menu by holding down the option key
Then when open you can drag the folder to the FInder's sidebar to make it available all the time. There is also a Terminal prompt that can be used but that might not outlive a system update. (Then again it might.)
