Hey Mike,
You might want to look into CEA  (http://www.cea-accredit.org), which I
gather is the federally designated accrediting agency for post-secodary ESL
programs that wish to sponsor visas for ESL students.  I don't know too much
about this, but I'm pretty sure that as a university which already sponsors
student visas, you have other accreditation options.   However, since you
mentioned that the SACS is notably tough, perhaps CEA would be a better bet?

Even if you don't want to pursue accreditation with them, their directory of
accredited programs at http://www.cea-accredit.org/directory.html lists many
of the largest and most highly respected ESL programs in the country --
starting with the U of Alabama's ELI.  Alphabetical advantage they get for
putting up with the humidity ....
