I remember observing that same behavior when Vista came out. FileMaker came out with an upgrade that fixed the problem. I think we might have been using FMP 8 at the time.

You can try holding your breath waiting for Microsoft to fix the problem. Or you could switch to Macs and avoid it altogether. (This is as good a place as any to carp at FMI's bizarre decision to limit the ability to drag stuff out of the printable area under Windows but not under the Mac version. You have to turn off page margins to be able to place design elements more than 8.5" from the left edge of the screen.)
