It read

FileMaker could not share or be a client of a file because the networking
stack could not be initialized

I did change the compatibility mode but still get the error

What is the exact error message text?

I do not think it was 'load', should be more something like 'initialized'.
It generally points to a missing dll.

To run it in compatibility mode, right click the exe file and follow the
steps.
