The jw flv player does starting points but not ending points. Apparently you
can do it with a bit more complex javascript, but I have not tried that myself.
We make extensive use of the starting point capability on the following page:

Yes! It's possible to do this using the open-source JW player
(http://www.jeroenwijering.com/
).
Here's a sample page illustrating the functionality:

All the business logic works by accessing the API of the JW player
itself. No manipulation was performed on the FLV file. No special
server technology or server-side scripting needed (BTW, it works with
MP3 files as well as FLVs).
Disclaimer: I've tested this only on Firefox for Mac and IE under
Windows XP. Your milage may vary.
