Not at all. There are still versions of AppleScript Studio for Jaguar (even
earlier, in fact). All the tools - including "Project Builder" - the
original name of Xcode - are in Development Tools CD and downloadable from
ADC.
You'd be better off with the Panther version, however, and much better off
with the Tiger version which has a very easy way of checking that the built
apps will work on various OS versions.
