I've been wondering the same thing. Our policy has always
been to charge for anything that isn't for use in the lab
(faculty and grad student research projects, etc.). For
something that will be used in the lab but will also be published,
we normally do charge the publisher for the studio time, but
retain the originals and the right to distribute to our own
students (so that we don't end up paying for materials we
produced).
Once in a while we have somebody who records something and says
it's for a class when it actually isn't, just to get out of
paying. That is annoying, of course, because they not only get
free studio time, but I also have to spend more time cataloguing
their materials, and so forth. It really hasn't been too much
of a problem so far. But as more and more people are wanting to
record soundfiles, I can see that it could escalate.
Our studio charge, set 10 or 12 years ago, is $12 an hour. We
invented it by doubling our previous charge of $6 an hour! I
have no idea where that one came from. The $12 doesn't seem
that unreasonable to charge somebody's grant account, but it's
beginning to seem pretty ridiculous for a publisher. Not quite
as ridiculous as free, but almost! So far it hasn't mattered
because we so seldom do an outside order, but I think we need a
new policy.
I'll be interested to hear what other people say.
