Hi Rob,
There is a Vermont butterfly and moth listserve called VTLEPS. You can join
it if you want at http://list.uvm.edu/cgi-bin/wa?A0=VTLEPS. In general, the
wet June apparently hampered some butterfly species but not substantially,
although there is no monitoring program. This is just from general
observations. On the other hand, some butterflies have been on the high end.
So we really can't generally say butterflies as a whole this year are down.

There are several butterflies in Vermont that are considered tortoiseshells.
You might be referring to one of my favorite species, Milbert's
Tortoiseshell, which is quite common in Vermont. If you are able to take
even mediocre digital photos of butterflies, many are easily identified and
the above group is often very good about helping folks with identification
and getting them hooked on butterflying.
