There are a lot of products on the market, not that expensive, to help protect birds from outdoor cats. Here's a link to a bunch of them: https://www.etsy.com/listing/1216048030/bird-safe-rainbow-cat-collar-cover-cat. These include various kinds of vibrantly colored scarves, with or without bells. Another idea I saw is a solar-powered (I think) light near feeders that increases visibility of cats prowling around feeders between dusk and dawn.

People have very strong feelings about cats, one way or another, so diplomacy is obviously in order when making a request of a neighbor. You could offer to pay for any devise that the owner might agree to use, and show the owner how safe it is by doing a little online research.
