Again from memory, but I believe in NW Classic, you could create the impression manually, since you could move the footnote marker (the number) around on the line as a regular character. So, you created footnotes 1 and 2 normally, one on each line, then dragged (or copy-pasted) footnote number 2 + text on to a tab e.g. in the middle of footnote 1. This created the impression that footnotes 1 and 2 were in two columns. I do not remember what you did with the now empty line where footnote 2 had been - whether you could get rid of it, or just had to reduce it to 1 pt height - but I do believe I used that technique once in an article with too many footnotes. Of course, it was not true columns, you had problems if each footnote text was longer than half a line, you would have do manual adapting then.
