If all you really want is a chat or discussion site, one of the best
products on the market is WebBoard.  It is not a comprehensive course
management system like WebCT and Blackboard, but is designed especially for
discussion and chat.  Our college has been using it for several years as the
major tool for its online courses (http://online.elcamino.cc.ca.us and check
out the O'Reilly site).  Distance Ed faculty are now evaluating course
management software because of its additional capabilities, but I think that
the intention is to keep WebBoard too, at least for the time being.

Have a look at www.nicenet.org or www.metacollege.com

They're both (free) competitors to Blackboard.

I've only played with them a little, so I can't recommend them highly.
