Tami,

There are a number of things you can do. 

Probably the easiest is have the opening scripts check with your server. If the account is up to date it silently continues and opens. If not it gives a dialog and closes. You can give them a small number of open anyway passes, but when they used up the database can't/won't open. 

Another option is to email a code that has to be entered. Without the database won't open. This is probably better on an annual basis. Once a month is to much of a pain in the neck for the use. (My opinion )
