HR2, THE STUDENT RESULTS ACT, KILLS THE FOREIGN LANGUAGE ASSISTANCE PROGRAM On October 21, 1999, the House of Representatives passed HR2, the Student Results Act, as part of their efforts to reauthorize elementary and secondary education. HR2 does not reauthorize the Foreign Language Assistance Act, thereby eliminating it. At this time, the House Committee on Education and the Workforce, chaired by Rep. William Goodling (R-PA), has indicated that they do not intend to include FLAP in any other legislation addressing elementary and secondary education. The Republican majority on the Committee has expressed a desire to see the program killed. Please contact your Representative immediately and ask them to express to the Education Committee their support for the Foreign Language Assistance Program. It is not too late to save FLAP. Edward M.
