Don't know if this will help, but our department has capped ALL foreign
language classes at 20 which seems to be comfortable. It seems that this is
a number that was researched. I came after its implementation, so I can't
really say where the number came from (apart from common sense!). We have
found that the ideal is 15-18 for quality conversation practice at the
beginning levels. The administration supports our claims, maybe because we
are a small, private (and expensive) university and "small class size" is a
selling point :-) Good luck...nothing worse than an overcrowded entry level
language class!
