As I wrote earlier, if opening permissions is not enough, you may have to temporarily downgrade to a lower OS. It sounds like, since FMS12 cannot be installed on Mavericks, it also cannot be un-installed.
While this sounds like a lot of trouble, I would avoid the temptation to install 13 without un-installing 12.

the Installer unexpectedly quits when I try to run it...
Why, o why is´nt there a uninstaller
for 12 built into the Installer of 13....

I don't think you can perform any useful comparison here. FileMaker Server's
hosting model is quite different, as is their licensing model. Take a look
at the FMS pricing in the FileMaker Store to get a sense of the costs just
for licensing FMS (let alone all the other costs involved in hosting.
