AFAIK, students cannot upload files to quiz questions. A quick search of the moodle plugin db yields the same answer. For the most part, the only question type that could possibly handle this would be the essay question type, but again students are generally not allowed to insert files. You could probably find a way to make it happen by altering permissions. But we've not done that here.
