It's a "Title" footer, not a "Trailing" footer.
There are two ways I can think of the putting data at the end of a multipage document:
1. You could use a Trailing Grand Summary part to at least have it print at the end of the data, if not locked to the bottom of the last page.
2. Probably more what you envision: put it in a regular footer part and then conditional format the content to only show up on the last page. Before you print/display it, do a Go To Page [ Last ] and put the page number in a variable. Then set your conditional formatting to show/not show (white vs. black) depending on whether the current page number equals that variable.
Others may have other ideas, but lay your fears to rest: you CAN do it.
Just not with a Title Footer part.

IIRC, the title footer appears at the bottom of the FIRST
page, not the last page as I would have expected. Where were you looking
for it?
It's possible that the other parts take up so much space
that they push the title footer outside the print area. Try shrinking the
one with the most room to spare and see if that helps.
