Hi Rob,

There are a number of digital storytelling apps such as voicethread, animoto and imovie which can all get your students talking right into the ipad. The number of units you have doesn't need to be an issue as they can work in groups on their stories. 

That's just one suggestion of many to get them talking. Check out the below websites for apps for language learning and let your wheels spin around the many options for small group work so that they are productive without each having  to have the technology. Most all of the apps that work on the ipad will also work on an iphone/touch. Some of your students may have that technology with them as well so in the meantime let them use what they have to fill in the gaps of what you can't provice.
