We used to have this problem back in the days of the cassette labs--we had one giant room with two 35-seat consoles. It comes up less often now, because we have 13 workstations in another room (which also has other services, eg. Video playback) for walk-in users. The only solution really is to evaluate whether the instructor is willing to allow a student not in the class to occupy a seat, AND the student can stand working in the midst of the class. A good time to ask would be when the second room is booked by the teacher--"Do you mind allowing that empty seat to be used by a student who needs to edit and print something out, if one comes in?" But if you know it's going to be a big noisy class... just point out that the students in the class paid their fees, too.
