Quite a while back I suggested that LLTI subscribers support the attempt of
video librarians to get the government to define much more broadly the right of
educators to circumvent technological barriers to copying short segments of DVDs
(to make clip compilations). The attempt was successful.

The "old" exception allowed film and media instructor to circumvent access
controls on media legally purchased by their departmental libraries. 

The new exception applies to any college or university professor (and to college
and university students of film and media) and it does not specify an owner for
the DVD (so it could be a personal copy, central library copy, maybe a rented
copy).

There is also an exception for "noncommercial videos," which could surely
include student projects which require a short excerpt or two, or perhaps the
needs of high-school teachers.

This is a huge accomplishment (sorry if you are already doing this....) in
nudging the laws towards common sense in an educational context. Thanks to those
on this list who contributed their experience to the request for the exemption.
