Are you an ADC member? If not, I don't think that it is difficult to sign-up, free if I remember correctly. The Xcode Tools is a free download if you sign-up.

Property List Editor is included in Xcode Tools (Developer Tools) of any OS X install CD/DVD since the very first OS X 10.0.

Then the previous owner has not installed the Developer Tools. The only things I have in the Developer folder is ADC Reference Library, Performance Tools (BigTop.app., CHUD, Saturn, Shark) and a folder called Extras (with QTKit.palette). I never got any CDs or DVDs with OS X, the previous owner just installed the system and kept the original DVD for himself.
