I don't think I changed the Preferences > Menu Keys > Copy > Copy Character Attributes and Preferences > Menu Keys > Copy > Copy Ruler [or the applicable Paste options] from those given in the NWP Preferences originally, but Option+Command+C is for Character Attributes and Control+Command+C is for the Ruler in my setup.

These have applied since the dawn of NWP, for me.

You cannot make key combinations without using the Command Key. That may be used on its own or with any combination of Shift, Option, Control and up to three characters.
