It has the same ability to store files as a BB course does, and our BB specialists have set it up so that everyone who has a university blackboard account is automatically a member. This way, there's password protection, but not limited to a course. Perhaps Sakai has a similar feature-- or you could create a course in which everyone was automatically enrolled?
