Brian Deith, a colleague of mine here at the UW-Madison, has written a
wonderful and free(!) captioning tool (unfortunately only for the Mac so
far).  It's called WorldCaption and can be downloaded at
http://www.journalism.wisc.edu/worldcaption .  It can handle UTF-8,
rtl languages and "has the ability to infer sync points from an already
synced caption track. For example, if I've synced up an English track,
then drag in a French track, it can figure out where the sync points are
for the French track based on the English track" (from the author).
