Note that the assumption is that it is already OK to copy the portions of audiovisual works for a compilation to show in class. The exemption is to allow them to circumvent copy protection encoding ("circumventing access controls")that would make it impossible to accomplish this. But it affirms the basic right to use bits of films in teaching, and to make compilations of this sort.
