If you are getting the international channels through echostar (DISH 
Network) you're not supposed to send the signal to the dorms under the 
educational pricing agreement, because the dorms are considered 
residences, not classrooms.

Here is a cool idea for increased student accessibility: WE put video 
cards on all of our lab computers. Each machine receives an rf line from 
the campus cable network via  distribution amplifier in the lab. This 
allows our students to access the int'l channels with the click of a mouse 
on any given computer in our lab. 

We use WinTV2000 software. This new resource has created a lot of buzz on 
our campus.

Brown University is putting together a channel lineup for a
locally-restricted IPTV service, and I've been asked to contact the
following content providers to inquire about licensing agreements and
rates:

TVE, SUR, TV5, RAI, Deutsche Welle, TV Globo, TVJapan, Al-Jazeera

Two questions for the list --

1)  We understand that some of this content is available through
DishNet, who've recently changed their pricing policies so that
rebroadcast of signal to living spaces (anything but classrooms and
language center) is billed at the same rate as other commercial content.
This makes it prohibitively expensive (at least for my small budget).
Does anyone out there in the continental US receive any of these
channels without the intermediary of DishNet or other redistributor?  If
so, could you please provide me with contact information for the
channels you receive?

2)  What do you currently pay per given channel of international
programming, and do you rebroadcast your content to dormitories as well
as classrooms?

I have my doubts that we can negotiate directly, given DishNet's near
monopoly on international content distribution in the US, but if you've
done it, please share any tips.  We receive SCOLA and will continue to
do so this year, but are deeply unsatisfied with the scheduling and
content.  Many thanks in advance for any information you can offer.  All
