Then configure the settings for Arabic, Hebrew, and Russian having the OS point to folder on the harddrive as oppose to from the cd-rom. This might fix the problem. Then run sysprep. After the use of Windows Sysprep, the system loses the Hebrew, Arabic, and Russian language settings in the language bar - Chinese and Japanese and the other language settings are fine.
