Hi Joseph, I would really recommend the Windows international keyboard setting for this. It doesn't "float", but it's so easy you don't need a floating window... After you have it setup, you just have to switch an icon in the bar at the bottom of the monitor screen before you start, and then for the Sp, Fr and Gr there are really easy shortcut commands, if not a "dead key" - ie, click ' (nothing happens) and then click e and you get an accented e. Most of the others are just the right alt key with something else. What's really nice is if you've got other character sets that you need to input (Chinese, Japanese, etc), they can all be set from that same icon on the desktop. And since it's a system-level thing, it works in every program, including webpage inputs, that I've tried it with.
